IMEI cloning is finished! Signals Act passed by parliament

Earlier last week, we shared that the new “Signal Law” proposal, which aims to prevent IMEI removal, IMEI cloning and illegal phone use, was submitted to the Turkish Grand National Assembly. As of today, the decision has passed the parliament. So what awaits us in the new era? Who will this law affect?

Today, due to the depreciation of the TL and high inflation, entry segment phones have begun to exceed the minimum wage level. Mid-segment phones reached the salary of civil servants, and the flagship models reached the salary of a deputy.

Since the tax collected from the phones is almost the same as the device, we have seen that hundreds of thousands or even millions of people turn to smuggled phones, thus creating an under-the-table market. Some steps have been taken to prevent this situation.

Of course, in order to use these illegal phones, an illegal method called IMEI cloning is used. The IMEI numbers of old or defective devices are processed in the software of the phones that come from abroad tax-free.

The only way to detect and prevent this situation is to turn off all of them if more than one device using the same IMEI number sends a signal. After that, the owner of the phone that has the original IMEI address, that is, purchased from Turkey, can have the device unlocked by applying to the relevant institutions and service along with the invoice.

So, how will the Signal Law, which is accepted today, prevent this situation? There are hundreds of thousands of old or broken phones lying idle on the market right now. Until yesterday, it was expected 7 years for these devices to be used, that is, to signal again. But now it will wait 1 year.

Therefore, in this 1 year, either the IMEIs of these devices will be processed on illegal phones or it will be necessary to ensure that each device sends a signal by inserting a SIM card at certain intervals. But as we mentioned, most of them are broken or already trashed.

So there is no way to insert a SIM card into these devices and make them send signals. For this reason, if IMEI numbers are not copied to illegal phones, they will be closed within 1 year. If it is copied, when two devices send signals at the same time, it will be detected and both will be turned off, so the old phone will not be used again.

Of course, this will not affect the number of illegal devices on the market at once. But at the end of 1 year, it will reduce by at least half. However, this comes with an unexpected side effect.

For example, many people keep their old devices in their drawers as spares. Therefore, if they do not send their signals by inserting their SIM cards into these phones from time to time, they will also be turned off. But that’s not all.

Many people’s smartphones support dual SIM cards. As of the day of purchase, only one SIM slot has been used, so there is no need to worry if a SIM card has not been inserted in the 2nd slot even once. However, many people activate both slots, namely the IMEI address, for different reasons.

That’s why that second SIM card slot, which they don’t actually use, becomes their backup device. In other words, it is necessary to make sure that the signal is transmitted by inserting the SIM cards into the other slot at certain intervals and making a call or texting over the 2nd IMEI address. Otherwise, only the unused slot may be closed.

So what can we do in case of shutdown? If your IMEI number was stolen and your device was turned off because 2 signals were detected at the same time, or if it was turned off because it did not send a signal for 1 year as in the examples we mentioned, you should contact the service and BTK with the invoice of the product.
