Dusseldorf Especially in large cities, where apartments are scarce and rents are high, there is always talk of exchanging apartments. According to a recent study by the Cologne Institute for Economic Research, around six percent of households there live in apartments that tend to be too small, and almost as many households in apartments that tend to be too large. In purely mathematical terms, home exchange has enormous potential. But the barter market is not really getting off the ground.
