Berlin For the time being, employees in certain sectors that are open to the public are not threatened with a uniform 3G rule with regard to access to their place of work. The federal and state health ministers could not agree on a corresponding rule during deliberations on Monday afternoon. In their switching conference, the group only decided that Paragraph 28 of the Infection Protection Act was a suitable legal basis for this.
“On this legal basis, a test submission obligation for employees with direct customer contact can be issued by state law,” says the resolution. In other words, the countries decide whether to implement such a rule.
In the original draft it was said: “The federal states agree that the 3G verification requirement, which is now regulated in many federal states, is a prerequisite for access to companies, facilities or other offers with direct customer contact not only for customers, visitors or other external persons, but also applies to employees. “
Employees who have neither been vaccinated nor recovered should have been tested nationwide in certain industries. This applies, for example, to restaurants and hairdressers.

The draft text submitted by Baden-Württemberg was withdrawn shortly before the start of the conference. With a “fundamentally uniform procedure” throughout Germany, a discrepancy in the test regulations for employees in professional activities with direct customer contact should be avoided as far as possible.
Every fifth company relies on home office in the long term
Meanwhile, it has been shown that every fifth company wants to work from home even after the pandemic. This is the result of a survey by the Nuremberg Institute for Employment Research (IAB). However, two thirds of the companies want to bring mobile working back to the level of the time before the pandemic, and every tenth company even below the pre-crisis level.
According to Monday’s data from the Robert Koch Institute (RKI), 65.3 percent of the population in Germany are fully vaccinated against the corona virus. The rate among adults is 75.8 percent. According to this, 68.5 percent of all citizens and 79.3 percent of adults are vaccinated against the virus at least once.
The infection process in Germany seems to be picking up some speed again. The seven-day incidence is higher than it has been in more than two weeks. The RKI gave the value of new infections per 100,000 inhabitants and week at 66.5. For comparison: the previous day the value was 66.1, a week ago it was 64.7 (previous month: 82.8). The health authorities in Germany reported 3111 new corona infections to the RKI within one day.
The number of corona patients admitted to clinics per 100,000 inhabitants within seven days – the most important parameter for a possible tightening of corona restrictions – was last stated by the RKI on Friday at 1.67. The comparative value of the previous week was about the same. A nationwide threshold value, which shows when the situation can be viewed critically, is not provided for the incidence of hospitalization, among other things because of large regional differences. The previous high was around Christmas time last year at around 15.5.
