The West needs a strategy

The widespread reaction in the West to the Chinese state visit to Moscow may be understandable – a mixture of smugness (“Beijing is now the chef and Moscow is the waiter”) and satisfaction (“It was clear that China didn’t really want to end the Ukraine war”). Unfortunately, it is hardly possible to derive approaches to targeted strategy and intelligent diplomacy from this.

Yes, it is true that Moscow is well on its way to becoming Beijing’s increasingly dependent junior partner. And it is also worth noting that Xi Jinping has steadfastly refused to seal in Moscow the major pipeline project that Vladimir Putin publicly reveled in – apparently Beijing wants to increase the rebate on Russian gas even further.
