Russia uses propaganda as part of a hybrid war

Berlin It is claims like “Ukraine is committing atrocities against its Russian-speaking population” or “The Russia-Ukraine conflict was provoked by Ukraine and the West, so Russia must defend itself” that worry the EU, the US and political experts alike.

These false claims are spread via Russian state media such as Russia Today (RT) or Sputnik, but also via smaller portals, blogs and social media. At first glance, the information appears to come from a credible source, but at second glance it is Russian propaganda.

Earlier this week, EU foreign ministers said they want to help Ukraine fight cyber and hybrid threats and disinformation. The US even fears that Russia is using disinformation to justify an invasion of Ukraine. So is Russia already waging a hybrid war against Ukraine?
