Aerospace company Astra Space has been successful in only 2 of its last 7 launches. During the failed launch, the vehicle carrying NASA satellites was actually carrying 2 of 6 mini-satellites the size of a shoebox, not the large satellites that came to mind. So even if it fails, it doesn’t cost NASA much.
The reason why NASA agreed with Astra Space from the very beginning was to reduce costs.
