The Ministry of National Education has changed the conditions for transition to open high school for students who have lost the right to study in formal secondary education institutions. Ministry of Education wants an excuse for transition and transfer to open high school
The Ministry of National Education made changes to the Secondary Education Institutions Regulation. MEB Lifelong Learning General Director Cengiz Mete explained the decision by saying “to strengthen schools and teachers”. So much so that, according to Mete, grade passing, absenteeism, transfers and transitions are quite problematic issues for schools.

According to the statement from the Ministry of Education, those conditions are;
- Students studying at home and in hospital
- Disabled and special education students
- Arrested and convicted students
- Those in the national athlete category
- Children of martyrs and veterans
- Students with excuses originating from abroad
- Those who have received memorization training for a long period of time
- Those residing in temporary shelter centers in the earthquake zone
- Those who receive their education in earthquake zones by transportation
- Students with special circumstances (must be covered by relevant laws)
- Students who lost their right to study in formal secondary education institutions
- Those who do not have the same type of school to attend due to change of residence
