How can Russian crimes be punished?

Berlin The call by Ukrainian President Volodymyr Zelenskiy for a special tribunal for the Russian war against his country has triggered a lively debate among German international law experts. Individual members of the Bundestag and the European Parliament support the project.

However, the federal government itself is reluctant to react to this issue and has not yet made a clear decision. Justice Minister Marco Buschmann (FDP) recently declared that 45,000 cases of war crimes had been documented in Ukraine.

In principle, not only Ukraine believes that Russia’s war crimes must be punished. The western allies see it that way too. The question is how?
