Berlin, Brussels The Federal Chancellery is in favor, the Ministry of Economic Affairs against – the planned takeover of part of the Port of Hamburg by the Chinese state-owned company Cosco is polarizing. But what is it actually about? The most important points at a glance.

What is the dispute about?

About a year ago, Hamburger Hafen und Logistik AG (HHLA) announced that Cosco wanted to take a 35 percent minority stake in the Hamburg container terminal. With the minority stake, the container terminal in Tollerort would become a so-called “preferred hub” in Europe, i.e. a preferred transhipment point for Cosco, it was said at the time.

Because ports are so-called critical infrastructure, the deal must be submitted for approval by law. The Federal Ministry of Economics is in charge of this. Economics Minister Robert Habeck (Greens) tends to prohibit the takeover.
