As we know from the statements made in the previous period, the Presidency of Defense Industries does not prefer systems with critical importance to be purchased from outside unless there are options for co-development and technology transfer.

Dmitri Shugayev, Director of the Russian Federal Military-Technical Cooperation Service, announced that Turkey has agreed on the second party S-400 systems, in a statement to the Russian media the other day. However, the Defense Industry Presidency said that no progress has been made in the agreement yet, and that the purchase will only take place if some parts are produced in Turkey, that is, if the promise of technology transfer and co-production is fulfilled.

Of course, this statement made by Shugayev to the Russian press resonated all over the world. In particular, it played into the hands of senators who had already taken a stand against Turkey and voted against the sale of the F-35 and F-16, and even its modernization.

US State Department spokesman Ned Price said in a statement today:

The point we have reached is that in Russia’s brutal and unjust war against Ukraine, it is more vital than ever that all countries do not trade with Russia’s defense industry.

Immediately after this statement, Robert Menendez, Chairman of the US Senate Foreign Relations Committee, said:

Turkey needs to show its commitment to NATO and regional peace by completely rejecting any military cooperation with a war criminal like Russian leader Vladimir Putin.
