Ethnic Serbs in northern Kosovo have blocked roads with Serbia near two key border crossings, a day before the Kosovo government’s two regulations, which include license plates and identity documents issued by Serbia, escalated in the region.

The Kosovo government said that from 1 August, Serbian-issued documents for travelers from Serbia will be replaced with new entry-exit identity documents issued by Pristina and valid for three months.

This policy is in line with Belgrade’s longstanding practice for Kosovo citizens visiting Serbia.

In addition, a new regulation on license plates will enter into force on 1 August.

Ethnic Serbs in northern Kosovo have been using license plates issued by Serbian institutions since the war in 1999, containing abbreviations for Kosovo cities such as KM (Kosovska Mitrovica), PR (Prishtina) or UR (Urosevac).

The Kosovo government considered these plates illegal, but tolerated them in the four Serb-dominated northern municipalities.

Kosovo will now oblige these license plates to be replaced by Kosovar-issued license plates with the abbreviation “RKS”, the abbreviation for the Republic of Kosovo. Owners will have until the end of September to make changes.

Late on 31 July, Kosovo police announced that they have closed the border crossings in Jarinje and Brnjak to travel and vehicle circulation due to barricades set up by protesters.

The Serbian President stated that Serbia has “never been in a more complex and difficult situation with Kosovo than it is today”.

Air raid sirens were heard in Mitrovica, in northern Kosovo, on Sunday afternoon, and several emergency vehicles were seen in the area, local media reported. The sirens went off after three hours, according to local news.
