How Germany wants to win the race with China in Africa

Berlin When Federal Chancellor Olaf Scholz (SPD) gave his speech at the award ceremony for the German Africa Prize at the end of November, he made a prophecy. “The world of the 21st century will not be a world with just one or two strong centers of power,” said Scholz. Instead, he sees a multipolar order with “one global center of gravity”: Africa. But already in the next sentence he has to acknowledge: “Others have long recognized this growing importance of Africa – and use it in their own way.”

Development cooperation is an important lever for keeping Germany in the race for Africa. Svenja Schulze (SPD), Federal Development Minister, now wants to present a new Africa strategy that is intended to replace the previously applicable “Marshall Plan with Africa”. The draft strategy is available exclusively to the Handelsblatt. The paper is intended to provide answers to the global crises – not only for Africa, but also for Germany.
