Establishing a National Disability Data System

With the regulation published in the Official Gazette, the purpose and operation of the “National Disabled Data System” was explained.

With the Official Gazette dated May 12, the “Protecting the rights of persons with disabilities and providing services for them more effectively”National Disability Data System” regulation has been published. The regulation drew the framework of the system.

The new data system, which will be managed by the Ministry of Family and Social Services, will include the information of all citizens in Turkey who have or will receive a disabled identity card. But whether to get an ID card or be included in the system, at the request of the citizen will be.

The data in the system will be the responsibility of the Ministry:

No changes were made in the process of obtaining the disabled identity card. Adults with at least 40% disability and those under the age of 18 with special needs can apply for identity cards through provincial directorates, social service centers or e-Government.

The data of disabled citizens with identity cards will be processed into the system by the Ministry of Family and Social Services. In addition, institutions and organizations providing services for the disabled will be able to transfer the personal data they have obtained to the system.

Studies against the protection of data and its unlawful processing, By the General Directorate of Information Technologies will be undertaken. All data will be collected, stored and protected in accordance with the Personal Data Protection Law No. 6698.

The data will not be made available or published to third parties for any reason. Citizens included in the system will be able to benefit from the rights and services granted to the disabled.
