The decision published in the Official Gazette is as follows:
“ARTICLE 1- (1) Provided that their treatments are carried out in health institutions affiliated to the Ministry of Health and state university hospitals, a maximum of seven thousand foreign patients per year who come to our country with the coordination of the Ministry of Foreign Affairs and the approval of the Ministry of Health; Social Insurance No. 5510 dated 31/5/2006 and treatment expenses of health services, medicines, medical devices, orthosis-prosthesis and materials within the scope of subparagraphs (b), (c), (d) and (f) of the first paragraph of Article 63 of the General Health Insurance Law, which can be covered within the scope of the Health Practice Communiqué, It is exempt from the provision of the first paragraph of Article 1 of Law No. 4736 dated 8/1/2022. In this context, medicine costs of outpatients are based on the Health Practice Communiqué or public price, and medical device, orthosis-prosthesis and medical equipment expenses are based on their procurement costs. It is met by the Ministry of Health according to the Implementation Communiqué criteria.
(2) The Ministry of Health is authorized to resolve any hesitations that may arise regarding the implementation of this article and to determine other procedures and principles regarding implementation.
(3) The Directorate of Immigration Administration and the Social Security Institution provide the necessary support in carrying out the registration and service delivery processes of foreign patients within the scope of this article.
ARTICLE 2- This Decision shall enter into force on the date of its publication, effective from 1/12/2023.
ARTICLE 3- The President shall enforce the provisions of this Decision.
