Due to the increasing exchange rate and high tax rates, it has become quite difficult to purchase technological devices such as smartphones and computers, especially for young people who are continuing their education. For this reason, there was an expectation of tax reduction from the state.
As a matter of fact, this demand did not go unanswered (even though it did not meet the price limit expectations of many people). Following the cabinet meeting held last month, the details of the tax-free phone and computer campaign for students were announced. It came into force today with the decision published in the Official Gazette.
Tax-free phone and computer period has started for students!
Before the decision shared in the Official Gazette today (at the Cabinet Meeting), President Recep Tayyip Erdoğan shared the details of the tax-free computer campaign. Support will be provided up to 5500 TL for phones and computers whose sales price does not exceed 9500 TL. It was stated that support will be provided up to 44 percent of the market price for phones and 16 percent of the market price for computers.
However, the decision shared below may be quite complex and difficult to understand for many people. Many people even think that 5 thousand 500 TL support will be provided per device. However, let us summarize the incident for you as follows:
When you buy a phone with a sales price of 9 thousand 500 TL (with an invoice issued electronically), you are entitled to a discount of up to 44 percent. This is equivalent to 4 thousand 180 TL. So you buy the phone for 5 thousand 320 TL. A 16 percent discount is provided for computers. This means that there will be a discount of 1,520 TL over the 9,500 TL determined as the highest value. In this case, you buy the computer for 7 thousand 980 TL.
However, if you shop for a total of 19 thousand TL, the amount of these discounts (4 thousand 180 TL + 1,520 TL) reaches 5 thousand 700 TL. However, according to the published decision, you can benefit from a maximum discount of 5 thousand 500 TL. For this reason, the phone or computer you buy must be more affordable than 9 thousand 500 TL so that the total discounts do not exceed 5 thousand 500 TL.
However, if you want to purchase a phone for 9 thousand 500 TL and a computer for 9 thousand 500 TL and make a purchase of 19 thousand TL in total, in this case you will be given a discount slightly lower than the stated discount of 44 percent + 16 percent. In other words, you will pay 13 thousand 500 TL, exempt from 5 thousand 500 TL, not 5 thousand 700 TL of 19 thousand TL.

It has been decided to put into effect the attached “Decision on Providing Technological Device and Internet Support to Higher Education Students”.
DECISION ON PROVIDING TECHNOLOGICAL DEVICES AND INTERNET SUPPORT TO HIGHER EDUCATION STUDENTS
Aim
ARTICLE 1- (1) The purpose of this Decision is to determine the procedures and principles regarding the provision of technological devices and internet support to higher education students in accordance with subparagraph (h) of the first paragraph of Article 184 of the Presidential Decree No. 1 on the Presidential Organization.
Support scope
ARTICLE 2- (1) One-time technological device support and one-year internet support are provided to each higher education student who is a citizen of the Republic of Turkey, except for open education students, who are under the age of 26 as of the date of purchase.
(2) This support is used for purchases of mobile phone devices and computer devices whose final sales price does not exceed 9,500 Turkish Liras, made with an electronic invoice. Second-hand device purchases are outside the scope of this support. The total amount of technological device support that each student can use only once is 5,500 Turkish lira.
(3) The internet support to be provided for these students is 120 gigabytes per year, limited to one line, free of charge for 12 months, with a maximum of 10 gigabytes per month. This support is used with a line registered in the name of the relevant student.
Other matters
ARTICLE 3- (1) Mobile phone devices acquired within the scope of Article 2 are used only by the beneficiary of the support for at least two full years from the date of benefiting from the support.
(2) In case it is determined that the conditions contained in this Decision have been violated or the supports have been used irregularly, the amount of support benefited will be paid with interest to be calculated at the rate of the delay interest determined in Article 51 of the Law No. 6183 on the Collection Procedure of Public Receivables dated 21/7/1953 and numbered 6183, starting from the date of payment. together with the support is taken back from the beneficiary.
(3) The supports provided within the scope of this Decision are covered from the funds allocated for this purpose to the budget of the Ministry of Youth and Sports.
Procedures and principles
ARTICLE 4- (1) The procedures and principles regarding the implementation of this Decision are determined by the Ministry of Youth and Sports by taking the opinions of the Ministry of Treasury and Finance, the Ministry of Industry and Technology, the Ministry of Transport and Infrastructure, the Strategy and Budget Directorate and the Council of Higher Education.
Force
ARTICLE 5-(1) This Decision enters into force on 1/11/2023.
Executive
ARTICLE 6- (1) The President shall enforce the provisions of this Decision.
