Russia’s attack on Ukraine has now reached a new level of brutality. First, the Russian army bombed an administrative building in Kharkiv, Ukraine’s second largest city in the north-east of the country. Then, according to a media report, a military medical center was attacked there.

At least five people were killed in the shelling of the Kiev TV tower, according to Ukrainian President Volodymyr Zelenskyy. The tower is near the Babyn Yar Holocaust Memorial.

The images of the bombed-out houses in cities like Kyiv and Kharkiv make it clear that Russian President Vladimir Putin is now increasingly directing his war against the civilian population.

What does Putin want to achieve with the change of strategy?
