How an expert assesses China’s strategy in the Ukraine war

Putin is acting under time pressure, but China can afford staying power, says China expert Heilmann.

Beijing Sebastian Heilmann is one of the most renowned China experts in Germany and researches at the University of Trier. He was also founding director of the internationally renowned China think tank Merics, based in Berlin.

In an interview with the Handelsblatt, he explains China’s position in the Ukraine war and the plan behind the alliance with Moscow. “In line with Russia, China is fundamentally challenging the old world order that was established after the Cold War,” says Heilmann.

China’s head of state and party leader Xi Jinping should not be underestimated, he warns. China’s military build-up should serve to enforce its own great power interests by force in the event of a conflict. “Many in the West still believe that Xi Jinping ticks differently than Putin in this respect,” said Heilmann. “That assumption is wrong.”
