Brussels Heather Conley is one of the USA’s leading experts on Russia. During the administration of President George W. Bush (2001-2009), she was a member of the US State Department’s executive team responsible for Europe. Conley now runs the German Marshall Fund, one of the most important transatlantic think tanks in Washington.

In the Handelsblatt interview, Conley calls on the federal government to accelerate arms deliveries to Ukraine. “It’s no good if the device arrives when the fight is decided,” she says. The war is developing into a battle of attrition in the east of the country.

“The military situation is reminiscent of Verdun in the First World War,” explains Conley. “Small scraps of land are sometimes conquered by one side, sometimes by the other side, without anyone winning.” That is why the West must continue to support the Ukrainian army – and in the long term.
