Apple announced last year that Arizona and Georgia would be among the first states to support the feature. He said that these would be followed by Connecticut, Iowa, Kentucky, Maryland, Oklahoma and Utah.

Apple said certain TSA security checkpoints will be the first places ID cards can be presented in the Wallet app. He says retailers and various venues may monitor them in the future.
While there are code-level preparations for the feature, it’s still not possible to add a driver’s license or state ID to the Wallet app in the second beta of iOS 15.4.
