The former head of the Regulatory Control Council says: “The administration in Germany works just fine in normal times, in crisis situations it just doesn’t work.”

If there is anyone in Germany who can assess the progress made in reducing bureaucracy, it is Johannes Ludewig. For 15 years he headed the Regulatory Control Council (NKR), whose task it is to stem the flood of laws for citizens and companies. Did that work?

Ludewig draws a mixed balance and accuses Chancellor Olaf Scholz (SPD) of neglecting the topic. When he took office, the Chancellor had relocated the NKR from the Chancellery to the Ministry of Justice: “This was widely understood as a signal that digitization and administrative modernization are less important,” says Ludewig.

That is a danger, because the crises of the past have shown that the administration is not up to date. There is a lot of catching up to do, especially when it comes to digitization.
