Ukrainian government employees are asked to update their Windows immediately in these e-mails, which appear to have come from the state’s IT center.

If anyone clicks on the link sent, a PowerShell command comes into play that downloads malware instead of updating the device. This malware can collect sensitive data and send it to specific people.
