Victims, damage, helpers, aid money – The first major flood balance – Domestic politics


It is the first major balance sheet after the devastating flood disaster!

Today the Federal Ministry of the Interior and the Federal Ministry of Finance present the members of the Bundestag with their jointly prepared first flood report. It is an interim balance sheet, it says in the letter.

The bottom line in the report says: “The system of civil protection with the clear municipal responsibility and the growing support from districts, states and the federal government has basically proven to be sustainable and efficient in this long-lasting flood situation, but is nonetheless being evaluated as part of an evaluation process to be viewed as”…

BILD already has this balance sheet. And it says:

▶ ︎ Damage to private households total 14.3 billion damage

▶ ︎ State infrastructure (e.g. bridges, roads, schools, town halls, railways) 17.05 billion euros.

What funds are flowing now?

▶ ︎ The federal government supports the federal states with funds of up to 400 million euros in their emergency programs.

▶ ︎ To this end, the federal government is setting up a special fund called “Development Aid 2021” with a total volume of up to 30 billion euros.

▶ ︎ 2 billion euros are provided for repairing infrastructure damage.

The balance

▶ ︎ Victim: The number of dead is on total 183 increased (134 in Rhineland-Palatinate and 48 in North Rhine-Westphalia, as of the end of August 2021); rescue workers are also among the dead.

▶ ︎ Injured: More than 800 People were injured, some seriously.

▶ ︎ Missing: Still in Rhineland-Palatinate three people missing.

Around 65,000 people are affected in the entire damage area in Rhineland-Palatinate, including 42,000 in the Ahrweiler district.

▶ ︎ Road damage: On the federal trunk roads alone, the damage is estimated at 650 million euros. The total damage to the Deutsche Bahn facilities currently amounts to around 1.3 billion euros.

Damage in Rhineland-Palatinate

In Rhineland-Palatinate there are around 65,000 people in addition to the above-mentioned 3000 companies affected.

The Ahr valley is hardest hit. from 75 bridges are there 62 damaged or completely destroyed.

Of the 65 full-time wine-growing businesses on the Ahr are only three unscathed.

Of the Damage to private households alone amounts to around 10 billion euros.

Commercial, forestry and agriculture account for around 1.2 billion euros. The damage to the public infrastructure is around 6 billion euros.

Damage in North Rhine-Westphalia

The preliminary Total damage amounts to 13.7 billion euros (After deducting the emergency aid and damage to the federal infrastructure, 12.1 billion euros remain). on Private households and companies account for around 4 billion euros. In addition, there are damage from the areas Telecommunications, energy and disposal of around 2.3 billion euros and damage reports from municipalities and state authorities amounting to around 5 billion euros.

The helper

▶ ︎ According to the federal government, there were also more than 12,000 volunteers by aid organizations in action.

▶ ︎ At THW and Federal Police incurred through the missions combined costs of 29.1 million euros. In the field of armed forces are costs of around in the context of administrative assistance so far 22 million euros documented.

▶ ︎ Armed forces: Members of the Bundeswehr worked over 45,000 man-days. The Bundeswehr deployed, among other things, 300 vehicles, ten helicopters, seven satellite communication systems and three drinking water treatment systems in the flood areas.

▶ ︎ THW: Since July 14th, the THW has been in action daily with 1000 to 5500 emergency services from all regional associations. The focus was on North Rhine-Westphalia and Rhineland-Palatinate. The volunteers have so far worked over 1,200,000 hours (= 150,000 man-days).

▶ ︎ Federal Police: As early as July 15, 2021, around 500 emergency services and police helicopters were provided for the states of North Rhine-Westphalia and Rhineland-Palatinate. At the top, five police helicopters, five technical emergency teams and five tactical emergency teams with around 750 police officers have been made available in the federal states. In total, the Federal Police deployed around 7,500 emergency services by the end of August 2021.

▶ ︎ BKA: Since July 15, 2021, the Identification Commission (IDKO) of the Federal Criminal Police Office has been supporting the work of the Forensic Medicine Institute of the Mainz University Clinic in identifying the dead with up to 50 people. A total of 69 victims were unequivocally identified by the IDKO.
