Berlin It is a controversial action: The Ampel-Coalition wants to use unused Corona state aid for climate measures in the next few years, 60 billion euros would flow into the reserve in this way.

The traffic light thus creates significantly greater financial leeway. But the action is particularly sensitive from a legal point of view. The Union has already sued against the accumulation of reserves, speaking of a “daring maneuver” with which the debt brake is being undermined. The coalition is committing a “breach of the constitution”.

The traffic light parties are therefore checking according to information from the Handelsblatt how they can make the reserve more constitutionally sound. The parties are considering introducing a so-called motion for a resolution when adopting the climate reserve as part of the supplementary budget.

In it, the traffic light parties want to clearly define the expenses for which the climate reserve is intended. Several government representatives and traffic light coalitionists described this to the Handelsblatt.
