Charles Milliard’s Vision for Public Finances

Charles Milliard, a candidate vying for the leadership of the Liberal Party, emphasizes a commitment to responsible management of public finances without resorting to austerity measures. In recent months, the Quebec Liberal Party has adopted a strict budgetary approach, following significant cuts during Philippe Couillard’s administration. Faced with a staggering $11 billion deficit, Milliard acknowledges the necessity for Quebec to stabilize its finances, yet he firmly believes that cutting public services is not the solution. “My leadership will not signify a return to austerity!” he asserts, highlighting his dedication to maintaining essential services for citizens.

Prioritizing Quality Services and Economic Growth

In a recent interview, Milliard shared his perspective on the prevailing social contract between the government and the taxpayers. He argues that citizens deserve quality services in exchange for their taxes, rather than mere tax reductions. To achieve this, he advocates for generating greater wealth and placing small and medium-sized enterprises (SMEs) at the forefront of Quebec’s economic strategy. While acknowledging the importance of large projects like the Northvolt initiative, he emphasizes that 95% of Quebec’s businesses are SMEs that require additional support and labor integration. Milliard believes that current immigration levels should remain stable, as the capacity to integrate newcomers has reached its limits.

Despite facing established candidates like former mayor Denis Coderre and ex-federal minister Pablo Rodriguez, Milliard remains optimistic about his chances. He notes that political experience can sometimes weigh heavily on candidates, and references leaders like Paul St-Pierre Plamondon, who rose to prominence without a political background. He asserts that the Liberal Party is on the verge of a generational shift and that he is well-positioned to challenge rivals in the upcoming elections. “The PLQ is at a crossroads,” he remarks, stressing the importance of renewal for the party’s longevity.

The race for the leadership of the Quebec Liberal Party officially kicks off soon, with five candidates already in the mix. Recently, MP Frédéric Beauchemin surprised many by endorsing Pablo Rodriguez just days before the launch. Candidates have until April 11 to submit their applications, an important deadline that could potentially influence Coderre, who is currently facing tax issues. The new leader will be announced on June 14, following a comprehensive five-month campaign. Candidates committed to running include Pablo Rodriguez, Charles Milliard, Denis Coderre, and Marc Bélanger. To qualify, aspiring leaders must submit a sworn declaration of good conduct, be active members of the PLQ, collect signatures from 750 party members across various regions, and pay a non-refundable deposit of $40,000.
