If you’re using 2-Step Verification, administrators and users who have lost access or haven’t set up 2-Step Verification won’t be able to sign in to their accounts. For example, if a user loses their security key or loses their phone and does not generate 2-Step Verification codes, they will not be able to access their account. There are precautions to be taken before Google Authenticator account recovery to prevent all these.

A spare security key you must create
Users should save multiple security keys for their accounts and store them in a safe place. Thus, if any security key is lost, the accounts can be easily accessed with the backup security key. If necessary, you can print these codes and store them outside of digital media.
You can generate codes for the user (for Company accounts):
If you have an administrator account, you can create a code for a user whose account has been locked, if they do not have backup codes. To generate these codes, these codes can be created by entering the “User account” section on the “Google Admin console”.
You can set up an additional administrator (for Company accounts):
If an administrator cannot log in to their own account, another administrator can create a backup code for that administrator. Another administrator can create a security code for his colleague by following the instructions from the Google “Admin Console” section.

Note: Before you can access a user’s 2-Step Verification settings, your organization must have 2-Step Verification enforced.Get Backup Verification CodesClick . Copy one of the verification codes. Send the backup code to the user in an IM or text message.
The user can log into their account using a password and backup code.
