For at least ten years, banks and their best customers used the tricky deals from the tax coffers. The behavior was exposed as a “Cum Ex-Scandal”.

Business is complicated, the principle is simple. A capital gains tax paid only once was reimbursed several times. Although the loophole in tax law had also been known to politicians since 2002 at the latest, it took the legislature until 2012 to close it.

The estimated damage is twelve billion euros. In a committee of inquiry, the German Bundestag dealt with hair-raising details for months. In the final report, however, it was agreed that politicians had done nothing wrong.
