Berlin Reports of shootings, rapes and even kidnappings by the Russian army are piling up in Ukraine. At the same time, the question arises as to whether there can still be a solution at the negotiating table.

In an interview with the Handelsblatt, Claudia Major, head of the security policy research group at the Stiftung Wissenschaft und Politik, provides an assessment of the current situation and possible scenarios for the further course of the war.

She thinks that the Russian side is violating basic rules of war and shows no consideration for civilians. “We see war crimes by the Russian side in Ukraine, which appear systematic,” says Major. This gives the impression that Russia is consciously waging a war of annihilation.

The crimes committed by the Russian army make a negotiated solution all the more difficult as they raise the question of possible reparations. The list of issues that need to be clarified is getting longer and longer.
