Ampel wants 148 more new jobs in the Chancellery and the ministries

Berlin The new federal government wants to create a further 148 new jobs in the ministries and the Chancellery. This emerges from a personal list of the budget working groups of the SPD, Greens and FDP, which is available to the Handelsblatt. Already in mid-December, the traffic light coalition had applied for 176 new posts at the budget committee.

The additional staff is to be decided in the second supplementary budget for 2021, which the committee will discuss on Wednesday and which is to be passed by the Bundestag at the end of January.

Economics minister Robert Habeck (Greens) alone is to get 24 additional posts for “developing and implementing ambitious measures in the area of ​​climate protection”. Nine positions are planned for the newly founded Ministry of Housing, Building and Urban Development. 14 new positions will also be given to Health Minister Karl Lauterbach (SPD).

Further new positions are to be created, among other things, for the fight against right-wing extremism, for a new climate policy department in the Federal Foreign Office, for the procurement and distribution of vaccines and for a new section for the planned citizens’ money.

Above all, the Ampel-Coalition ensures many highly paid positions in the highest salary level B – a total of 47 B positions are planned. Of the eight new positions in the Federal Chancellery, four will be at salary level B, which are usually reserved for top executives in a ministry.

The number of newly created jobs is below expectations. It had previously been speculated that the Ampel coalition could create another 400 to 500 new jobs for 2021 as part of the supplementary budget. Nevertheless, there is criticism of the personnel policy.

Christian Haase, head of the Union parliamentary group, says: “The coalition is legally questionable and is pursuing an absurd approach.” This shows the coalition’s understanding of law. “Every means seems to be right to keep political differences small,” says Haase.

The number of civil servants in the federal ministries rose by 59 percent from 17,000 to almost 27,000 between 2010 and 2021. The traffic light has also created a number of new State Secretary posts. Both the number of parliamentary state secretaries (34) and the number of civil servants (37) are at a record high.

As a result, management staff in the ministries, in which politics is primarily coordinated, continue to grow. Because new departments have to be created for every new state secretary, and thus even more top civil servants, as well as simple civil servants, have to be hired.

Leadership rods are getting bigger and bigger

Since 2014, the number of civil servants on the management staff has increased by 30 percent. This trend is now continuing under the traffic light coalition. For example, Economics Minister Habeck, Finance Minister Christian Lindner (FDP), Foreign Minister Annalena Baerbock (Greens), Transport Minister Volker Wissing (FDP) and Environment Minister Steffi Lemke (Greens) could rely on the expertise of another State Secretary in the future.

In addition to new top officials, the Ampel coalition has also created new posts for the federal commissioners. There is now a queer officer who is supposed to look after the rights of homosexuals.

The high number of commissioners raised the question, even among federal officials, of whether the government’s dealings with the legislature are being blurred too much, since the commissioners are usually members of the German Bundestag.
