The SPD, the Greens and the FDP have come to an agreement, and the feared compromise on the lowest common denominator has not materialized. After eight tough years of the grand coalition, that is a value in itself. The three parties agreed in record time on an exploratory paper that gives hope for solid coalition negotiations. Apparently irreconcilable differences between the Liberals and the Greens were overcome. And it just didn’t turn out to be a lazy compromise formula.

The Liberals accepted solar compulsory for commercial buildings. The Greens and the SPD waived the required speed limit. In many of the measures, Olaf Scholz, Annalena Baerbock, Robert Habeck and Christian Lindner tried to embed their positions in an overall concept. One example is the social sector: the statutory minimum wage is to be increased once – to twelve euros.

There are also better opportunities to earn additional income for mini-jobbers. That is actually nothing at all for the SPD. Finally, Hartz IV is to be converted into a citizen’s money. All three parties have drafts to this effect. Overall, it could be a useful concept for the low-wage sector.

It is a good signal for business and citizens that there will be no tax increases. The middle class is spared the wealth tax. There should be no substance taxation. However, the traffic light partners do not write a line to completely abolish the Solis. Apparently everyone is waiting for the decision of the Federal Constitutional Court, which will probably completely abolish the solos.

The CDU will have to be very quiet at this point. The soli law comes from her and the SPD. The debt brake is scheduled to be complied with again from 2023. In 2022 she is still suspended due to Corona. Accordingly, it could be a year of debt. The lump sum for savers is also increased slightly. The FDP share pension comes in the light version. It is not integrated into the statutory pension insurance, but there is a fund solution.

The climate protection costs are still open

The climate protection chapter clearly bears the signature of the Greens: expansion of solar and wind energy, earlier coal phase-out and improvements to the already ambitious climate protection goals. The costs for this are not on paper. The end of the Renewable Energy Sources Act could bring relief. Today that costs the citizens and the middle class a double-digit billion amount annually.

A good sign is definitely the trusting cooperation. FDP leader Christian Lindner, who was negatively affected by the Jamaica negotiations in 2017, emphasized the cooperative relationship and negotiating on an equal footing. All partners emphasized the fact that nothing was made public as an important signal of trust.
